Who is the buyer, exactly?
Mainly print-and-play sellers — Etsy shops and Amazon KDP publishers looking for a new printable line. Selling the finished games is allowed on every plan, so they can start on the $17 front end straight away; most take the Publisher upgrade once they are selling at volume, for the ready-made Etsy/Amazon listing kit rather than for permission they already have. Alongside them: parents, teachers and clubs who just want a game for their own family or classroom. A third, much smaller slice — developers and other marketers — go for the $99 source-code licence instead, which is a different thing entirely: the right to resell the application itself, not the games it makes.
Is there an income claim in the funnel?
No. The front end is sold as a tool for your own family, classroom or club, and the sales page says so explicitly. The Publisher upgrade and the $99 source-code licence both mention selling — games you print, or the code itself — and neither makes an earnings claim.
